Briefly, BEEPLE permits use of his work, but it is not CC BY because he reserves the right to retract or refuse the permission depending who wants to use the work for what purpose. He's ok with small press publishers using the stuff for profit, but not ok with large corporations doing so. This kind of picking and choosing is totally within his copyright.
